Has anything moved ahead with possibly offering a PA QSO Party Tshirt
instead of the mugs or in addition to them?

The PA stations will spend more time on 10, 15 and 20 meters
if the stations are there to work.  If there are only a few stations
available to work, it's back to 40 meters to maintain the rate.  I
don't think rewarding the PA stations for making contacts on
10-15-20 is going to do it as there has to be the stations to work.
The inducement should be given to the out of state stations to get on
and stay on the air during the contest. More awards to the
out of state participations is the answer.  Work 100 PA stations
and you are eligible to "purchase" an official PA QSO party
T-shirt.  Work 250 PA stations and you get the shirt for free!
Certificates for the top five scores from each state.
