[PaQSO] I am confused relative to VE Multipliers

In light of Doug's comments, the only thing that looks like it needs to be
changed is the wording of the rule, to drop the reference to RAC Sections
and replace it with up-to-date language. Thanks for the help, Doug! 73 - Kay
