[PaQSO] I am confused relative to VE Multipliers

Emil is correct relative to VE multipliers.  That is the way it has been done 
since 1990 when it was changed for some reason not known to me.  Prior to 
that the VE multipliers conformed to the ARRL sweepstakes multipliers.  
Nunavut (however you spell it) was NOT added, however.  Hence the following 
has been the way the committee has been scoring VEs up through the 2001 party 
and obviously continues to include the 2002 party.
