[PaQSO] More Points for CW

The current point structure has been in place since W3HDH revamped the rules
during his first tenure as PaQP chairman, er, chairperson, er, head honcho.

It is because of Doug's love of CW in general, and CW on 80 & 160 in
particular, that the CW QSO's are weighted the way they are.  And while it
may be a little odd, it is also unique amongst state QSO parties and
probably most other contests.

It ain't broke.  Don't fix it.  Leave it be.

    I'm not so sure (as a die hard CW operator!) that CW ops
particularly deserve the extra points
as I think that people who make the effort to work the CW stations when
they might otherwise take a pass on them deserve the points for their
effort.

    Close to the subject:  Perhaps a good aspect of revisiting the
points system would be to get rid of the 1/2 points in the calculation!
