[PaQSO] Web page updates

The new summary sheet has been added to the web pages. You access it the 
same way as before, from

http://www.nittany-arc.org/parules.html

then click on "official entry form"


Next bit is that I  have been working with Chuck on getting the last few 
niggling errors from last years scoring. We have the corrections, and I 
will be updating the site with these when I get back from  Alaska next 
week. There aren't all that many changes, but I have the website loaded 
up with Excel, Word, html, and Text documents of all the scores, it is a 
many hour job, and I don't want to fix one mistake and accidentally add 
another.
