Why do the PaQP rules specify 28310 as the 10 meter SSB frequency?
Activity on 10 SSB starts out in the 400-500 area, and spreads out from there
as activity increases. Unless the band is packed (like during a DX contest)
I think many people never even tune down that low.
Therefore we either miss out on QSOs with casual guys if we use 28310, or we
miss out on QSOs with guys who pay attention to the rules if we operate on
some random frequency higher up in the band.
Given the xxx80 suggested SSB frequencies used on all the other bands, 28480
would make a lot more sense. In this internet age, there's still plenty of
time to revise the rules to change a minor point such as this.
