	I have been involved with rule-making for groups (youth 
sports and amateur astronomy) for around ten years now.(fortunately 
no longer) I gotta tell you that no matter how I tried, someone was 
always mad at me because I was not specific enough and was vague, 
ITO. We would then add new rules and regs, or "clarify" the old ones, 
then wait for the next person who was mad at me. The condition won't 
go away, and indeed gets worse as new rules are added. This is 
because there are then new rules to be interpreted. It's just human 
nature. I learned to expect it, and my only rules to the disgruntled 
were "be respectful and don't yell at me". 8^)

	It's too bad, because I did do a pretty good job. But after a 
number of years, it got really old and I decided that it was much 
easier to be on the complaining (or at least neutral) side than to be 
the target of the complaints.

	The chairman has been out of town on family business for a 
bit. I can make sure he gets your question the next time I see him.
