    If you say you are a Rover, or in "XYZ" county, or whatever, who am I to 
doubt you.  

    Since rovers are allowed semi-permanent (temporary) antennas which may be 
full sized and more efficient that a loaded mobile whip, I think it unfair 
for them to compete with mobiles for awards.  However, if you--as a 
Rover--want to limit yourself by using a less-efficient antenna, be my guest! 
 There are home stations using 6-el Yagis on 20, others using ground mounted 
verticals.  Nobody says the guy with a Vert. has to enter in the puny weak 
category.  :-) 

    The only problem I foresee, for a "mobile/rover", might be making the 
required minimum number of QSO's in those counties where the op relies on 
his/her mobile antenna only.  But, that's what CW is for.
