[PaQSO] pa party rules

The recent postings from W3TDF, N3BUD and K2CD raise questions about the =
rules of the PA QSO PARTY.=20
    The flyer that comes out prior to the contest is vague if nothing =
else. I read it one way, Mike and the Grump and others read it another =
way.=20
    This is just why I asked about a "COMPLETE" set of rules for the =
party. IS THERE SUCH A THING ?????  If so, why not make them available =
to everyone that wants them either via download or sent with the post =
contest packet ?? I asked the chairman about it and got no responce.
