I submit that it should not matter how I operate in a particular county, but 
rather it should matter how I operate over the course of the entire contest.

Fixed antennas are better performers than mobile antennas. If I operate with 
advantage of fixed antennas in any county, the overall operation would then 
become a rover entry.  That I may operate in some counties without stopping, 
or operate mobile in some counties in which I also stop and operate with 
fixed antennas, should not affect the overall category.   

The alternative for a rover station would be to make no qsos while en route 
between rover locations.  I do not see how this adds to the quality of the 
contest.
