[PaQSO] ONE OTHER WAY TO SPICE UP THE SCORING IN PAQP

I found the last 3 or 4 hours on Sunday to be very productive.  Search & pounce
only yielded a few new stations, most were dupes, but when I sat on a frequency I
picked up a lot of stations that had just joined the contest.  Not a lot of
pile-ups but I never had to call CQ for more than a minute.  Most of their
numbers were low and I suspect those over a 100 QSO's were only sporadically in
the contest.  So my handing out CLI was good for them.

Yeah, there can be dead times and they get BORING but that is part of contesting
or breaking a DX pile-up.  You call and call and get nothing back (unless you
absentmindedly give your call when they ask for Oceania only - been there, done
that, got the "I don't think so" comment from the DX station).

Right now I do not feel any significant rules changes are needed.  Maybe some
clarifications.  This is not to say that I would never support any changes.
