[PaQSO] PaQP Multipliers

EPA and WPA are not counties, they are ARRL sections. They do count as
multipliers. When you work a county in EPA, like LUZ, it counts for two, a
county and a section. Likewise ALL in WPA will give you 2 (the first time),
the county and the ARRL section.
