It is not practicable to do any significant cross checking of logs if they 
are all on paper. Only if the committee is simply going to accept whatever is 
claimed might it make less work for the committee to prefer paper logs.

The standards for contest log checking has been dramatically raised in the 
past five or so years. The ARRL contests, CQWW, and even some of the state 
QSO parties, are cross checking every qso submitted in an electronic log. The 
Ohio and Michigan QSO parties ( I help run Ohio's) accept paper logs and then 
type them into a computer to permit full checking.

If the PAQP is to continue to be considered among the premier state QSO 
parties, it will need to get up to date in its electronic data handling 
abilities.  If NARC has the talent to do that, great.  If not, they should be 
looking around for help.
