Other possibilities are:

1. PSK31 in the PTC-II comes in 4 modes. You're not listening in the 
mode the transmitting station is using. Check the book for Quadrature 
PSK, Binary PSK etc, in the PSK31 chapter or check out the commnds 
with 'pskterm help'

2. The PSK (middle between MARK and SPACE) carrier is outside the 
audio passband of your rig. This can easily happen if you're using a 
narrow CW filter on PSK. Incidentally: most rigs use LSB on CW, which 
inverts your audio.

3. Also, PSK31 is does not have error detection and correction, so be 
prepared to see a fair bit of rubbish. due to QSB/QRN
