[Pactor] anyone using ptc II

I have some questions about the SCS PTC II. Here they are:

I have no trouble copying pactor 1 ot 2. But, all I get is a bunch of 
garbage on most of the pactor signals. Once in a while I can copy pactor I 
and understand what is being sent. Just for example. When monitoring K4CJX. 
I can get the header, but after that all I receive is garbage, unintellagble 
characters. So what is the answer to my problem.

2nd problem: I have been trying to copy PSK-31 and again I copy it ok 
except, all I get is garbage, unintellgent characters. So I hope I have 
explained my problem so that it can be answered. I am just monitoring right 
now to get the feel of using pactor and PSK-31 before making any contacts.
