[Oremem/Idamem] GF04 EXERCISE parameters for OR/WA/ID nets RGN 10

GF04 -- Region 10 will participate in GF04.  An AM and PM net from each
state's normal net schedule will be devoted to GF04.  The Region 10
Management Team agreed in order to maximize availability of the exercise to
Region 10 members, each state would, for lack of better words, host two of
that state's net as part of the GF04 exercise.  Specifics times and nets
will be provided soon.  Scenarios will be provided in advance and surprise
scenarios will be injected during the exercise nets.  This should be a fun
and an exciting exercise for us.  We know how to execute an emergency
exercise when we are conducting it.  We know the procedures when we initiate
the exercise.  And we routinely have fair propagation on our exercises.  All
of these now become variables when other states initiate, execute, and host
the exercise.  So, I encourage everyone to have their XEEIs prepared in
advance.  I encourage everyone to accept this challenge and assist when
needed and ADJUST as required.  We can learn and we can improve by
incorporating the best from other states' procedures into our own.  So, as a
goal if everyone can have at least one XEEI per net, that would provide a
great training and learning experience for us all.

    John, I will work up the specifics for Washington's participation today
and provide to you this evening.  If possible I believe we could shoot for
Region 10's participation in GF04 next week and if needed during the last
week.  I will not be here for any of the weekends.

RGR Larry, sounds FB. I suggest OR take the Wednesday AM
Net and Thursday PM Net to maximize participation of the members including
the '9-5' crowd. I further suggest that ID use the Wednesday PM and Thursday
AM nettimes. I would
also like to see at least the Saturday PM Net go Multi-Mode (digi and
Voice) -and run as one 'extra' net for
those who work on a different schedule.
