I think the key question is what is the meaning of “POWER RELAY DEVICES and REPEATER DEVICES” that are both prohibited by DXCC rule 6. I think a plain reading of these rules allows remote controlled rigs as long as the transmitter and receiver are on the ground in the DXCC entity and the only communication to the transmitter / receiver is via non ham radio means such as the internet. 

I don’t think DXCC rule 8 prohibits having a “remote station” from being used as long as that remote location has both its transmitter and receiver physically on the DXCC entity. 

Bottom line I think the rule does not disallow remote operations from an offshore ship as long as the offshore ship is not doing either transmit or receive functions on amateur radio bands but only remotely controlling the on-island transmitter / receiver via some other means – such as a landline, or the internet. All antennas for either receive or transmit have to be on the island. 

I am not necessarily in favor of allowing “remote operations” from an offshore ship but I think a strict reading of the rules doesn’t preclude them. One could make an argument that the current rules are too vague to adjudicate this question.   

An auxiliary question is:  Say I work Monaco via a remote station on the Coast of Maine. Could I claim the QSO for as being valid for DXCC for Monaco?   I think the de-facto situation is the answer is YES. 

I don’t think rule 8 which says that all stations contacted must be “land stations” applies to the hypothetical Bouvet case since in the proposed case the “station contacted” is on land even if that station is controlled by a nearby ship that is anchored. 

Coy would be an expert on this given his service on the ARRL the DX Advisory Committee.

RIB - Radio in Box or Rig in Box
   Whatever became of the RIB idea? Did ARRL DXCC give it a thumbs down 
or what? I recall there was some testing of the concept from a C6AGU 
operation and some financial support from the NCDXF, but I haven't heard 
anything about it for awhile...
   The present situation with the Bouvet operation would seem like an 
ideal candidate for such an operation. Here's a link to an article with

   Not sure that I am for or against the concept... Remote operation is 
now allowed... This would be from a boat at anchor, but the transmitter 
is on land... If it was not allowed, what was the reason, anyone know?
   Just stirring the pot a bit... hi...
