I can use this one for a ATNO.  Will be interesting to see how it plays out on FT8 since that might be my best chance to get them.  Wish they had a LOTW only option on the OQSL service at a rate lower than direct QSLs since I really don't need a paper card.

Band Plans

* 3Y0J will always listen up (using split) so it will be useless to call 
us on our transmission frequency . Please be sure to double check your 
settings to make sure you are not calling us simplex.
* Always give your full callsign. Listening is the key so sure we call 
you before replying.
* CW MAX 15 kHz split (operators chose QRG within a certain bandwidth) ​
* SSB MAX 30 kHz split (operators chose QRG within a certain bandwidth)
* Lowest 10 kHz spectrum on regular bands NO TX to allow regular DX 
traffic
* Lowest 5 kHz on WARC band NO TX to allow regular DX traffic
* We’re aware of US band plans for E/A/G/N/T
* FT8 40-10m, with focus on 20-10m yagis. ​

We will transmit:
* 100W on FT8
* 1500W on CW/SSB (special permit to transmit up to)

Please note a couple items I found interesting:

FT8 will be on 40-10m only, at 100 watts power. So, if running 
multi-streams, each stream will be 20 or 30 watts or less. They will be 
very difficult to copy, especially for small stations. No FT8 on 160 or 
80 meters? That's where you need it the most! Not sure about 60 meters, 
One place says FT8 40-10m but the 60m section lists 5.357 as FT8. Who 
knows?

Also found some interesting items in QSL Policy:
* OQRS Direct $15 – QSL cards including LoTW confirmation
* Direct mailed cards with sufficient return postage, suggested donation 
$5 for unlimited QSOs (no donation required)
* OQRS Bureau $3
