Exactly. The ARRL link shows the five channels allocated to US amateur service.
Those are the 'dial frequencies'.

I think Jeff's point is that we (US hams) can't QSX away from the channel center
frequency on CW. We can certainly operate on 60 m, but our operation is strictly
channelized. We can't move away from the channel center. See
