I think Jeff's point is that we (US hams) can't QSX away from the
channel center frequency on CW. We can certainly operate on 60 m, but
our operation is strictly channelized. We can't move away from the
channel center. See http://www.arrl.org/60m-channel-allocation for CW
operation.
