[OKDXA] DXCC Credit for Deleted Countries

Hi Kim,

Yes that is correct. If you worked and confirmed the GDR before the
deletion date, you will receive DXCC credit for it.  I have the GDR
confirmed on 2 or 3 bands from the 80s.  It will not count towards the DXCC
Challenge, though.
