He could study for Tech and General then take both tests.  Then he should be able to get
a Brazilian license due to reciprocity.

Is a US license easier to get than a Brazilian license?  I know for CEPT agreements, you
have to have either a General or Extra, can't remember which. They didn't recognize the
Technician because it was (in their
opinion) too easy.
