[OKDXA] P5 - North Korea - 2016

I got an email from Charlie, K5TTT, alerting me to this.

It sounds both wonderful and awful.  Wonderful in that it could be the 
activation of an EXTREMELY rare entity.
Awful in that it looks like it's going to be a very limited operation, 
only 5 days in length, with probably only Dom, 3Z9DX
operating, on 20, 15 and 10 meters only, and on SSB only, using only a 
vertical.

The potential silver lining that I see in this is that MAYBE it will lay 
the groundwork for future more extensive operations
from that entity.
