The board must think that something is potentially "unethical" about remote but they don't want to promulgate any rules as to what is either "ethical" or "not ethical". The DXCC will mean different things to different people. Maybe over time various "consensus views" will be developed by various groups of like minded DXers. In 20 years we might have the Southern Calif Remote DXCC Club and the Southern Calif Non-Remote DXCC club. I guess that people will be able to define the way they want to participate in the DXCC program. Since this whole thing is a hobby I guess this makes sense.
