Here's a collection of Aurora Borealis pics taken from the international 
space station...

Not to imply that a visible aurora is exactly the same as an RF 
reflective layer in the upper upper --- but --- if the same celestial 
mechanics affect both and if there's a way of visualizing a charged 
layer, this could be it... Notice how there is visible turbulence in at 
least one of the pics and how an aurora is not exactly flat, smooth, 
tidy, or of any regular shape. Can we assume charged areas of the F 
layer are any different?
 
Cool stuff worth the click.

BTW: Stopped by the HLARA old radio show on Saturday morning. Light 
turnout and I hauled away a freebie Stromberg-Carlson radio / phono 
combo that's in dire need of some TLC. Complete but very dirty with a 
cabinet beyond saving. Cool thing about the chassis is that it's AM / FM 
/ FM... Late 40's vintage with both the 42mc and 88mc FM bands. Also 
sports a permeability tuned front end. No big tuning cap.

When I pulled the chassis last night there were blobs of wax hanging on 
some of the wiring runs... Gotta' love those old caps. ;)
