[OKDXA] GS or IRC?

I went to one post office here in Lawton and the clerk insisted that they no longer made IRCs.  The other post office had them but they had to look for them and weren't sure at first how to stamp them.  Given the increased cost for everything, the correct answer for me isn't IRC or GS, it is bureau.
