[OKDXA] Buro and postage increase

Thanks for passing this info around Jim.  Every envelope I have put 
together since last May for folks has been built using that "handy" 
stamp.  Plan also to stock up on a few before the next increase in May.
Increases are coming a bit easier for the Postal Service now as legislation 
has been loosened a bit.
