[OKDXA] KOSOVYOYO

Given that Russia is extremely opposed to Kosovo
independence and has veto power at the security
council, it will probably be quite a while before
Kosovo can join the UN.  Getting an ITU prefix is
something a little different.  Not sure how that is
accomplished, or how long that will take.
