I agree.. and understand the OO program to be alive and well..

However:

It is very difficult to determine from a distance whether the individual is
either deaf or stupid.

Actually proving stupidity (or political incorrectness) is quite and ordeal
taking hours and hours of example and documentation.  

Unfortunately there is no legal recourse for stupidity.. unless it directly
violates part 97..

A few years ago there was an ol' boy here in OKC that although politically
incorrect, and socially unacceptable, did absolutely nothing illegal on one
of the OKC repeaters.  It got to the point that nobody would actually talk
to him.  Lets just say that when this guy would start his "social
intercourse"  he forgot to use a condom.

Coming to me as an officer in the organization with this issue hoping that I
would relieve them of this great burden and attempt to solve their issue
with the individual.  They would rather find a way to cast him out rather
than attempt to educate the poor guy, they came to me to try convince me
that it was I that was responsible and that it was I that should do
something about it by getting him off their beloved machine..
Oh yeah, I almost forgot to tell you that this guy was a member of the club!

After our discussion of Part 97 was over, the idea was offered that they
should present before the club a movement to revoke his membership and make
the machine a closed repeater..

That concept went over even less than the discussion over Part 97.

I keep hoping that some respected organization or publication would start  
and IDIOT list...............
 
Imagine the embarrassment if you got a call from your friends informing you

your name was listed....
 
The ARRL used to hv OO's (Official Observers). Wouldn't it be nice if they  
reinstated just to address this problem..................
