Mark,
I agree that the wording is ambiguous. However, it is the wording that
all the states have had to use. If you put too many specifics then the
bill won't pass with our amendment. The FCC using this ambiguous wording
in PRB1 that has us in this fix. Where you have to win the battle then is
in the city government. For example the Dallas area hams convinced their
city council that 70ft was required.
