In reading this proposed legislation I pose the following questions:
 
1. In regards to CFR 47 is that referring to the PRB mandate from the  FCC  ??
 
2. It proposes antenna structure height sufficient to accommodate Amateur  
communication.......
    That sounds ambiguous and very  subjective................... Is there 
anything definitive in this bill  regarding height or is each municipality free 
to determine amateur needs  ??  In this context I could envision a zoning 
board believing that a 30'  structure being adequate...............
