I would definitely say your best bet to work those fellows is in the  
morning, and the window of opportunity seems to be pretty narrowly  defined.  Their 
signal seems to be best long path here in Oklahoma around  1245 UTC to 1330 
UTC.  I worked them on 20 SSB on the 20th at 1305, the  22nd on 20 CW at 1306 and 
the 22nd on 30 CW at 1227.  My beam heading was  around the 300 to 330 
region.  Good luck.
