Thanks for the info, Bill.  Guess I'll give the registered letter plus big 
$$ a try.  I think this absurd nonsense begs a few questions for the DX 
community:

1.  Why would a serious DXpedition anywhere on the planet use a highly 
unreliable postal service or QSL manager?
2.  According to Bernie W3UR, he was told by Enrique to have people write 
via e-mail if they had not received a card.  Why, then, would two e-mails 
NOT be answered?
3.  There is an old saying that goes something like:  "Insanity is doing the 
same thing over and over and expecting to get a different result."  If the 
postal service is a bunch of crooks, why would a registered letter make any 
difference (by the way, $$ ARE stolen out of registered letters).
4.  If the objective is to get "well" on the expenses of the DXpedition, why 
not just be right up front with everybody - YOU MUST SUBMIT $20 US OR YOU 
WILL NEVER SEE YOUR CALL ON THE CARD.  IF YOU DO SEND A $20, YOU WILL BE 
ASSURED OF A CARD."  Why make people figure it out the hard way?
5.  What's wrong with LOTW when you finally realize that the whole world has 
had their $$ stolen when they submitted cards, SAEs, and greenstamps in good 
faith.  Refer to #4, I guess.
6.  Why am I getting so bitter and so short-fused with this kind of 
nonsense?  Is it old age?
7.  Thank goodness there are so many superior QSL managers and responsible 
DXpeditions that bust it to get the paperwork handled quickly.
