[OKDXA] Power line noise in OK

Has anyone had to contact the State Utilities Board in
the past?  I need information on how to get ahold of
them.  I am getting a great deal of powerline noise on
HF and 2 meters at my QTH, and American Electric Power
has been useless in trying to do anything about it. 
They did send someone out a couple of years ago to
look at it, but he was pretty clueless and found
nothing.  The problem has gotten worse since then, ane
18 months of phone calls to them have gone without
action.  The ARRL says that the next step is to
contact the state utilities commission, and I am
hoping that doing so will light a fire under them.
