[OFARC] after action report for 2017 Hurricanes

I found a message on QRZ.COM that linked to an after action report for 
amateur radio deployment after last year's hurricanes.

It is 91 pages, but I found it an interesting read.

It seems relatively honest ... some warts revealed about ARRL & Red 
Cross along with suggestions on how to correct the issues.

I intend to read it again and look for things I should incorporate into 
my station.
