[OFARC] band pass filters

As most of you  know, we experienced a problem with the capacitors on the prototype 20M band pass filter I built.
Mark has been looking for new capacitors and I believe he has found some that will work.

We don't know if the same issue will occur with the capacitors for other bands.
So, if you have the wire and capacitors, please build the filter so we can test it.
(If I remember correctly volunteers have offerred to make 10M, 15M, 20M and 40M filters)
