That's why I was leaning towards an IC 705 or other QRP, keep me and the neighbors stacked around me safe. I think 10-15 watts is all I'd want to use.
I'll get the general regardless, but if I can't use the license, it moves down my priority list, near bottom. I already got screwed getting the GMRS license for $70 around Christmas, and where I know the fee is a money grab by our gov friends...it is what it is at this point.
Thanks for the book offer, but I don't learn that way. I'm a kinesthetic audio/visual learner, so hands on, a video, or better an in person discussions, is how I learn best.

In any case, why not get the General anyway?  Can't hurt, you'll learn more and when you get a rig (mobile, maybe?) you'll be ready.  Bear in mind that the FCC is going to levy a $35 fee some time in the next few months, so sooner is better for your upgrade if you're like me and would prefer to keep the $35.  I have an ARRL General Class exam book if you'd like to borrow it.
