Hey Dave,
Net control should have a log of who was able to receive you, so just ask
them for that for confirmation of your signal getting out.
Sounds like you were able to contact net control normally, but not others
even though you witnessed an S9+ signal strength?
Did you hear anything during the 9/9? Static? Dead key?
What's your setup?
