[NLRS] Club notice: Pending vote on changes to clubs Bylaws

Hello NLRS land.
At our NLRS business meeting, to be held on May 30th at Aurora'26, the club will vote on two proposed changes to our By-Laws.
(Note: Proxy voting is allowed & encourage for those not attending Aurora'26. Email is considered written proxy and your vote can be sent to our club Secretary, Janice Hoettels, KA9VVQ, at ka9vvq(at)fastmail.us ).
Discussion: As discussed at Aurora'25 during our business meeting, a few years ago the club changed membership dues from $5 per year to $0. We also modified the Bylaws to better define a "member in good standing". Since these changes were made, membership has grown significantly ..... a good thing and a primary reason for those changes. However, an unseen consequence of the "good thing" is that it has made it difficult to achieve a quorum to conduct club business as Aurora attendance hovers around 50 to 60 while we currently have 151 members in good standing. Looking forward, the two proposed bylaw changes will provide the club officers with a process for maintaining an accurate, up to date club roster and allow us to form a quorum for conducting club business.
The two proposed changes are as follows.
1. Section 2 of the By-Laws, Membership. The last paragraph currently states the following
"A member shall be considered current and in good standing by being active in amateur radio contests, by attending club meetings and events, or be considered a contributor to club affairs by a club officer."
will be changed to:
"A member shall be considered current and in good standing by being an active participant in VHF+ amateur radio activities (such as VHF+ contesting, satellites, antenna design and building, radio experimentation, EME, or presenting/writing about VHF+ related topics, etc.), by attending club meetings and activates, or by being considered a contributor to club affairs by a club officer. Club officers together shall periodically review the membership roster to remove silent keys, and those who have asked to be removed from the membership roster, and those demonstration a lack of interest in participating in the club and its mission. Those removed from the roster may be reinstated by submitting a new club membership form."
2. Section 4 of the By-Laws, Quorum. The section of the By-Laws currently states the following.
"A quorum shall consist of one-third (1/3) of current members. Current members not present at a given meeting may convey written proxies to the Secretary regarding any votes to be taken at that meeting. Such proxies shall be considered as "current members present" for the purpose of a quorum."
will be changed to:
"A quorum shall consist of at least 15 current members present. Current members not present at a given meeting may convey written proxies to the Secretary regarding any votes to be taken at that meeting. Such proxies shall be considered as "current members present" for the purpose of a quorum."
