[NLRS] Aurora 2021 - ARRL Award Applications

Hello Chris,

One may combine both LoTW credits and paper cards when applying for any ARRL
award.  In each case, do the LoTW application first, then add the paper
cards.  Detailed instructions may be found on the ARRL web site for each
award:
For DXCC: http://www.arrl.org/dxcc 
For VUCC: http://www.arrl.org/vucc 
For WAS: http://www.arrl.org/was
