Interesting Bill.  I was wondering if there may be some tropo.  We've been stuck under a low level inversion, on & off, for several days now.   Witness the dreary clouds caused by the very low level trapped moisture.  Regional Skew-T plots show this weak inversion nicely, see some of the plots at http://weather.uwyo.edu/upperair/sounding.html  .   I suspect that the inversion characteristics are such that it may support uW enhancement (10 GHz) but maybe not support enhancements down through the lower UHF/VHF bands.
