Yea, this is the ARRL club competition rules. Full rules on this subject can be found in their General Rules, Section 8.1 at http://www.arrl.org/general-rules-for-all-arrl-contests
Here is one cut and paste from that section: "Rationale - a club's Eligibility List shows the call signs and locations for all members who are eligible to submit scores for club credit from a specific contest. It is not a list of entries in a contest that the club claims. Clubs should submit a complete list of 'eligible members who may contribute their score' to the club as noted in their submitted log."
To be able to participate with our club you need to be on the club's eligibility list that Janice keeps track of and submits to the League. You need to be a member in good standing (which we currently define as having payed your dues (which are waved this year)) and live within 175 miles of EN24xx (the clubs center). Also, as a club, two thirds of those on this eligibility list need to be ARRL members. This is why we ask you all the questions on our membership form ..... so that we can satisfy these rules.
And, as stated before, the ARRL contest eligibility list has nothing to do with being a club member other than it is a subset of our total membership. We have club members who do not wish to participate in this way and/or that live outside of our 175 mile radius. Such members are welcomed as well.
