If you are thinking of the Kenwood TK-981 radios for $60, yes they are
a good radio and can be ordered with a few pre-programmed frequencies
of your choice. I ordered and received one but haven't used it yet. A
mike cost another $10-$20 from Ebay.

The only negative I want to mention is that this is a commercial radio
built for operation 928-960MHz. As such, the RX input filter is too
narrow to allow you to receive at 902MHz. It can transmit down there,
but will not receive due to the input filter. So if you plan to use
the radio for 33cm ops during a contest, you best make sure the radio
is programmed for a simplex frequency above 925MHz, preferably near
927MHz.

The MN Repeater Council suggests 902.500MHz as the National FM Simplex
channel. This ignores the reality that commercial rigs will not
receive down there without modification. So you might want to program
the alternate FM simplex frequencies at 927.600, 927.700, and
927.800MHz.
