Art,

The limitation to be between 50.060 and 50.080 is for automatic control.
Look at FCC Amateur Rule 97.203 "Beacon Stations", specifically 97.203(d).
'Automatic control' is defined in 97.109(d).

Maybe "old chirpy" is operated under K0GUV's full control? (And perhaps
also for the other three beacons you cited that operate below 50.060?)

If your beacon will only be operated under your full control, it appears
you can operate outside of 50.060 to 50.080.
