[NLRS] Support your local rover(s)

[Russ Ramirez]

Anyone know of a reliable concrete company to get the base in for the 50'
tower I obtained through this list last Fall? I think the ground is thawed
enough, or close, to be able to get on this so I can get my tower up and
support Rovers and such.
