[NLRS] Support your local rover(s)

Unfortunately, I 'll be out in FN31 for business during the Sprint.  I'd
rather be roving.

Next year I promise to be out roving!  Maybe we can get a whole group out
and activate the entire Upper Midwest, like we did in the past.
