[NLRS] Manual entry of contest logs (and a change to the 10G test)

The ARRL 10GHz rules at http://www.arrl.org/10-ghz-up then click on "Need to make your Cabrillo file? Try this Tool..." does get you to Bruce Horn's page for manual entry of a Cabrillo file.   Its there, you just have to dig a bit. For reporting, it appears that they still accept (their) paper log with summary sheet.  See 8.1 and 8.3 in the cut and paste below.   However, if your log ever touches anything electronic (like Excel), it needs to be in Cabrillo or ADIF format and uploaded via the Leagues web app.  See 8.2 and 8.3 below. In the past, during the contest I paper log then post contest transfer the log to Excel.  This year I still plan to paper log but post contest I will transfer it to Cabrillo using Rover Log.  Rover Log supports the 10GHz & Up contest, supports its scoring, and support 6 digit grids.   Rover Log has a manual data entry mode that support this.   This is based on the "Entry Process/Forms" section that says:
You can submit your results as follows:
- Use our new web app to send us your electronic submission at http://contests.arrl.org/arrl10gscoresubmission.php after which a confirmation email will be sent to you.  You can view the list of electronically-submitted logs at http://contests.arrl.org/logsreceived.php
- Mail your Summary Form and log to:  ARRL 10 GHz Contest, 225 Main St, Newington CT 06111 USA
 8. Reporting:8.1. Official entry form is available here and a log sheet with a field for distance points here.8.2. Electronic entries must be made to the web app at http://contests.arrl.org/arrl10gscoresubmission.php  The Cabrillo (or ADIf) file formats are required for electronic entries in the 10 GHz and Up Contest.8.3. Logs must be submitted within 30 days after the final event weekend - no later than 0000 UTC October 22, 2019) 
- Web app upload: Electronic logs can be uploaded via web app at http://contests.arrl.org/arrl10gscoresubmission.php  Once uploaded online via web app, a confirmation email will be sent to you.  You can view the list of electronically-submitted logs at http://contests.arrl.org/logsreceived.php 
- Paper logs may be mailed to ARRL 10-GHz Contest, 225 Main St, Newington, CT 06111. Incomplete or late logs may be classified as “check log.” 73, Jon
