[NLRS] [BC'ers] Bill Tynan, W3XO - SK

[Zack Widup]

I worked him many times when 6 was open. And met him several times at
Central States. I seem to recall in the dim past meeting him for the first
time back in the 70's. He was a great guy and will be missed.
