[NLRS] Eclipsomaniacs

Some interstate highways have signs posted, no stopping except for
emergencies.
Listening to local and state gendarmes on the scanner, finding a vehicle
on the shoulder of any road the deputy or patrolman stops advising
dispatch of Motorist Assistance. The assumption is that there is some
sort of an emergency, broken car, or medical need. With the increased
laws against texting and using cell phones in motion, there well be more
instances of the gendarmes finding a motorist having stopped to be legal
on the device but to be hassled by law enforcement because they didn't
hide by stopping at a rest stop or service station. In the last year I
have heard dispatch occasionally told, motorist using cell phone.
