[NLRS] E-o-M Eclipse-o-Mania update

I'd think Chris's 10 GHZ contest mail list would be perfectly suited
without need for a new mail list.
I'm mostly inclined to think that only Radar Hill will be in range of
Buck Hill making operating on Buck Hill not profitable for scores. I
haven't tied down plans, it would be easy for me to rove eastern and
western Iowa working Buck Hill, but the Loess Hills of western Iowa make
working into Nebraska unlikely without rain scatter. I'd want to have at
least 5 or 6 stations on Buck Hill, otherwise I'd do better on Radar
hill I think.
